Board of Commissioners

Five publicly elected citizens serve on the Board of Commissioners that governs SCWSD. Commissioners must live within the District's service area. A term of office lasts six years.

Alice R. Marshall

Alice worked for 30 years in the water and sewer field, including 26 years at Soos Creek Water & Sewer District. She has a well-rounded knowledge of the District's policies, history, and future needs and is committed to preserving our tradition of excellent customer service.

A lifelong resident of western Washington, Alice and her family have lived in the Soos Creek area since 1992. She owns and operates Running Stitch Fabrics in Kent.

Alan Eades

Alan Eades is a lifelong resident of Washington.  Alan has 26 years of experience as a Soos Creek Water and Sewer District employee, and he was Operations Manager for 14 years.  He has extensive knowledge and experience in both the water and sewer sides of the utility industry.   

Alan brings his background and professional expertise to aid the Board in making informed decisions.  He is committed to ensuring water quality and safety, system reliability, and customer service for the customers of the District. 

Gary G. Cline

Gary has given more than five decades of public service to his community. He worked on the South King County Regional Water Association and the Washington Association of Sewer and Water Districts. He now shares that knowledge and experience in the water and sewer industry with our District.

Gary is a retired Kent School District principal, a charter member of the Meridian Kiwanis Club, and has served on the board of the Kent Food Bank.

Darold Stroud

A former Vice President of Financial Operations at T-Mobile, Darold has excellent leadership skills and an extensive background in business finance and business management. Darold understands the importance of both leadership and vision with the customers and employees. His goal is to provide top level service to the customers at the most affordable rates.

Darold became a Commissioner to give back to the community in which he and his family have lived since 1997.

 

Logan Wallace

Logan Wallace is a Senior Engineer at a regional water utility with over a decade of experience in utility engineering. A Navy veteran and former Chief of Cost Engineering at the U.S. Army Corps of Engineers, Seattle District, Logan has a proven track record of effective, engaging leadership, and a keen eye for cost management and fiscal planning.

Logan is committed to serving our community as he and his wife Alisha raise their two children in Kent. Logan prioritizes accountability and the implementation of transparent policies for our customers, ensuring the highest value service at affordable rates.


The Board of Commissioners usually meets at 4:30PM on the first, third, and fourth Wednesdays of each month. The public is encouraged to come. Please call to confirm that a meeting is scheduled on the day you wish to attend.
